The purchase and sale of electricity in the modern electricity market is carried out, among other things, by such market participants as traders.
The activities of traders are limited by the licensing conditions approved by the national energy regulator: the National Commission for State Regulation in the Spheres of Energy and Utilities (NKREKP).
A trader is a business entity that purchases electricity exclusively for the purpose of resale, except for sales under an electricity supply contract to a consumer.
With the launch of the wholesale electricity market, several new organized market segments become available to traders:
day-ahead market (DAM), - an organized segment of the electricity market where electricity is bought and sold on the day following the trading day
intraday market (IDM), - an organized segment of the electricity market where electricity is bought and sold continuously after the end of trading on the day-ahead market and during the day of physical electricity supply
balancing market (BMR), - an organized segment of the market organized by the electricity transmission system operator to ensure sufficient volumes of electrical capacity and energy necessary for real-time balancing of electricity production and import volumes and electricity consumption and export volumes, regulation of system constraints in the unified energy system of Ukraine, as well as financial settlement of electricity imbalances
bilateral contract market (BCM), - a market for free commercial relations, including using exchange platforms, and its the most interesting for traders is the forward contract market.
Traders have the right to:
1) buy and sell electricity on the electricity market, export and import electricity at free prices;
2) freely choose a counterparty under a bilateral agreement;
3) to receive funds for the sold electricity in a timely and full manner in accordance with the concluded agreements;
4) access to information on activities on the electricity market in the manner and to the extent determined by the market rules and other regulatory legal acts regulating the functioning of the electricity market;
5) other rights provided for by regulatory legal acts regulating the functioning of the electricity market and the terms of agreements concluded by them on the electricity market.
Traders are obliged to:
1) comply with the licensing conditions for conducting economic activities in trading activities and other regulatory legal acts regulating the functioning of the electricity market;
2) conclude contracts that are mandatory for carrying out activities in the electricity market and fulfill the terms of such contracts;
3) provide notifications about the contractual volumes of electricity purchase and sale under bilateral contracts, in particular imported and exported electricity, in the manner prescribed by the market rules;
4) bear financial responsibility for electricity imbalances in accordance with the market rules;
5) pay in a timely manner and in full for electricity purchased in the electricity market and services provided in the electricity market;
6) provide the Regulator with the information necessary for it to exercise its functions and powers established by law.
